It is a pot with holes on the bottom within another pot about 2-3″ taller.
Meant to be filled with water for spaghetti, with the inner pot being pulled out to drain water.
But just filling the larger pot with enough water to be below the level of the smaller pot will steam anything in the smaller pot nicely.
I can steam entire butternut squashes, and tons of veggies at the same time.
